Research & Choose Your Program

Begin by researching Canadian institutions and programs that match your academic goals and career aspirations. This is the foundation of your study journey.

  • Use the DLI List: Only apply to Designated Learning Institutions (DLIs) approved by the Canadian government
  • Check Program Details: Verify program duration, fees, start dates, and PGWP eligibility
  • Consider Location: Cost of living varies - Toronto/Vancouver are expensive, while smaller cities like Winnipeg or Halifax are more affordable
  • Language Requirements: Check IELTS/TOEFL requirements for each program
Pro Tip

Choose programs that are PGWP-eligible if you plan to work in Canada after graduation. Check that your program leads to a credential from a public institution, not a private-public partnership college.

Apply to Institution & Get LOA

Once you've selected your program, submit your application to the institution. Upon acceptance, you'll receive a Letter of Acceptance (LOA).

  • Submit Application: Complete the institution's application form with all required documents
  • Pay Application Fee: Typically CAD 100-200 per application
  • Receive LOA: This official letter confirms your admission and is essential for your study permit
  • DLI Number: Your LOA will include the institution's DLI number - verify it's on the official list

Important: Your LOA should include your full name (as on passport), program name, duration, start date, tuition fees, and the institution's DLI number.

Obtain Provincial Attestation Letter (PAL)

For most undergraduate programs starting in 2024-2026, you need a Provincial Attestation Letter from the province where you'll study.

  • What is PAL? A letter from the province confirming your application counts toward their study permit allocation
  • How to Get It: Usually provided automatically by your DLI after you accept your offer
  • Processing Time: Allow 2-4 weeks for PAL issuance
  • Validity: PAL for 2025 cap year is valid until December 31, 2025
PAL Exemptions

You may NOT need a PAL if you're applying for: Master's or Doctoral programs, K-12 education, exchange programs, or are already in Canada with a valid study/work permit.

Arrange Proof of Funds

You must prove you have sufficient funds to cover tuition, living expenses, and return transportation.

  • Living Expenses: Minimum $22,895 CAD (from September 2025) for one year
  • Tuition Fees: As stated in your LOA (first year)
  • Travel Costs: Return airfare to Canada
  • Family: Additional $5,000-7,000 CAD per dependent

GIC Recommendation: Opening a Guaranteed Investment Certificate (GIC) of $20,635-$22,895 CAD is highly recommended. Banks like CIBC, Scotiabank, and SBI Canada offer GIC services. You receive monthly payouts after arriving in Canada.

Gather Required Documents

Prepare all documents before starting your online application. Having everything ready ensures a smooth submission.

Document Checklist:

  • Valid Passport - Must be valid for duration of study + 6 months
  • Letter of Acceptance (LOA) - From your DLI
  • Provincial Attestation Letter (PAL) - If required for your program
  • Proof of Funds - GIC, bank statements, loan documents
  • Digital Photograph - As per IRCC specifications (35mm x 45mm)
  • Academic Documents - Transcripts, degree certificates, marksheets
  • Language Test Results - IELTS/TOEFL/PTE (valid for 2 years)
  • Statement of Purpose (SOP) - Explaining your study plans and intent
  • Police Clearance Certificate - If requested or recommended
  • Medical Exam Results - Upfront medical recommended

Your Statement of Purpose should clearly explain: Why this program? Why Canada? Why this institution? Your ties to India (family, property, job prospects). Your career plans after returning. Be genuine and specific!

Create IRCC Account & Submit Application

Apply online through the Immigration, Refugees and Citizenship Canada (IRCC) portal.

  • Create Account: Register at canada.ca for an IRCC Secure Account using GCKey or Sign-In Partner
  • Complete Questionnaire: Answer eligibility questions to generate your personalized Document Checklist and Reference Code
  • Fill Application Form: Complete IMM 1294 (Study Permit Application Made Outside Canada)
  • Upload Documents: Upload all required documents in the correct format (PDF, max 4MB per file)
  • Pay Fees: Study Permit ($150 CAD) + Biometrics ($85 CAD) = $235 CAD total
  • Submit: Review everything carefully before final submission

Save Your Reference Code: After completing the questionnaire, you'll receive a Personal Reference Code. Save this - you'll need it if you want to continue your application later or if there are technical issues.

Provide Biometrics

After submitting your application, you'll receive a Biometrics Instruction Letter (BIL) to provide your fingerprints and photograph.

  • Biometrics Letter: You'll receive this within 24 hours of submission
  • Appointment: Book at your nearest Visa Application Centre (VAC) - VFS or IVAC in India
  • What to Bring: Passport, BIL letter, appointment confirmation
  • Validity: Biometrics are valid for 10 years once provided
  • Deadline: Complete within 30 days of receiving the instruction letter

Wait for Decision & Passport Submission

After biometrics, your application enters the processing queue. Monitor your application status online.

  • Processing Time: Currently 8-12 weeks for applications from India
  • Status Updates: Check your IRCC account regularly for updates or additional document requests
  • Approval: If approved, you'll receive a request to submit your passport for visa stamping
  • Passport Submission: Send to VAC or drop at collection point
  • Receive Passport: You'll get your passport with the Temporary Resident Visa (TRV) stamped

Port of Entry (POE): Your study permit is NOT the visa stamp in your passport. You'll receive your actual study permit document when you arrive in Canada and present your documents to the border officer.
