Program Overview

Under the Canada-Quebec Accord, Quebec establishes its own immigration requirements and selects candidates who will adapt well to living in Quebec. Candidates selected by Quebec receive a Certificat de sélection du Québec (CSQ) and can then apply to the federal government for permanent residence.

Skilled Worker Selection Program (PSTQ) Replaced RSWP

The Programme de sélection des travailleurs qualifiés (PSTQ) has replaced the Regular Skilled Worker Program (PRTQ). This new program is designed to better meet the specific labour needs of Quebec.

Key Features:

• Arrima Portal: Candidates must submit an Expression of Interest via Arrima.
• Language: Strong emphasis on French proficiency (Oral and Written).
• Quebec Experience: Points awarded for Quebec work experience.
• Job Offer: Validated job offers outside the Montreal Metropolitan Community (CMM) are highly valued.

Quebec Experience Program (PEQ) ENDED

The Programme de l'expérience québécoise (PEQ) ended on November 19, 2025. Applications are no longer being accepted under this stream. Candidates are encouraged to apply under the PSTQ.

Quebec Business Immigration

This program targets business people who can contribute to Quebec's economy.

• Entrepreneur Program: For individuals wishing to start or acquire a business in Quebec. Stream 1 focuses on startups with incubator support; Stream 2 focuses on owner-operated small businesses.
• Investor Program: Was suspended, known for requiring a significant passive investment and net worth.
• Self-Employed Worker Program: For professional freelancers/artisans.

Note: French proficiency is a mandatory requirement for most business streams.
